Socjolog edukacji, wykładowca na Uniwersytecie Dolnośląskim DSW. Zajmuje się społecznymi uwarunkowaniami funkcjonowania edukacji.

Autor wielu opracowań naukowych dotyczących funkcjonowania systemu edukacji, ekspert współpracujący z władzami oświatowymi (krajowymi, regionalnymi i lokalnymi) w zakresie kreowania polityki edukacyjnej i wdrażania innowacji edukacyjnych.

W latach 2016-2024 Przedstawiciel Polski w Radzie Zarządzającej badania PISA OECD oraz w Radzie Państw Uczestniczących w badaniu PIAAC OECD

Członek Grupy Eksperckiej PISA VET OECD

Współtworzył Zintegrowaną Strategię Umiejętności 2030.

Koordynował pracami nad przygotowaniem Dolnośląskiej Strategii Rozwoju Edukacji Zawodowej.

Head of the Research Team for the Sociology of Education and Educational Policy

Sociologist of education and lecturer at the University of Lower Silesia (UD DSW). His research focuses on the social determinants of how education systems function.
Author of numerous academic publications on the operation of education systems and an expert collaborating with national, regional, and local education authorities on the development of education policy and the implementation of educational innovations.

Between 2016 and 2024, he served as the Polish Representative to the OECD PISA Governing Board and to the Board of Participating Countries of the OECD PIAAC study.
He is also a member of the OECD PISA VET Expert Group.

He co-authored the Integrated Skills Strategy 2030 and coordinated the development of the Lower Silesian Strategy for the Development of Vocational Education.

Currently, he serves as the Chief Coordinator for the Regional Coordination Boards (WZK) in the Lower Silesian Voivodeship within the project “Building a system for coordination and monitoring of regional activities in vocational education, higher education, and lifelong learning, including adult education, in the Lower Silesian Voivodeship.”

He is also an expert at the Regional Labour Office in Wrocław in the project “Labour Market Observatory.”
